Mayor Turner paves way for negotiations to bring to Houston
a Hemispheric Operations Base for Chinese maker of Airport Equipment

SHENZHEN, China— Houston Mayor Sylvester Turner and officials of CIMC-TianDa, a China-based firm, have signed a memorandum of understanding under which the company could develop a base of operations for manufacturing in Houston.

The signing took place on the first stop of a Houston trade mission led by Mayor Turner and business leaders. China is the second largest international trading partner with Houston.  The mission was organized by the Greater Houston Partnership.

CIMC-TianDa, which specializes in airport and seaport equipment design, development, manufacturing and maintenance, is seeking a facility from which to support operations in the Western Hemisphere.

The memorandum of understanding calls for real estate lease or purchase options at or near George Bush Intercontinental Airport. The nonbinding memorandum outlines the basis for further negotiation. Any agreement on a lease or purchase of property owned by the Houston Airport System requires the approval of City Council.

“Houston and our airport system have the infrastructure to accommodate CIMA-TianDa as it seeks a platform to compete for business across the Americas,” said Mayor Turner. “Our air cargo facilities, combined with our port system, provide the logistics infrastructure to support the development, manufacturing and transport of large-scale equipment wherever world-markets take them. We believe the jobs this business would create represent a good growth opportunity for Houston.”
CIMA-TianDa says the business would provide as many as 80 new jobs in the Houston area.

“The Houston Airport system has experienced phenomenal development in all phases of international travel and commerce,” said HAS Director Mario Diaz.  “This negotiation provides an opportunity to add to  the commercial base that will support Houston’s projected future growth.”

School of Science and Technology in Texas are Gulen Schools

For the five years since Ekrem Demirci was hired as principal for the School of Science and Technology, the waiting list hasn't fallen below 250, he said. 
Enrollment was at about 400 when Demirci took over the open enrollment charter school and every year, students have been admitted in increments of 50 to 75. This school year, the count is at about 850, he said. 
Because the campus is expected to continue to reel in families — keen to its focus on science, technology, engineering, and mathematics, or STEM, curriculum — a new campus is being constructed at Evans Road and Saratoga  Boulevard across the street from Most Precious Blood School on Saratoga Boulevard. 
About 400 middle and high school-age students from the current campus at the corner of Saratoga Boulevard  and Everhart Road will transfer to the new 45,000 square-foot facility by next summer, Demirci said. 
Demirci said he expects enrollment to top 950 for the 2018-19 school year. 
The School of Science and Technology in Corpus Christi is part of charter network that stretches to Houston and San Antonio. It's run by the nonprofit Riverwalk Education Foundation. It has the highest enrollment among three K-12 charter schools in Corpus Christi, according to the Texas Education Agency's website.
The $7-8 million expansion is being led by a local investor, Demirci said, adding the school will rent the space for the meantime. 
"We may buy the facility in the future," Demirci said. "But we are going to rent for now."
A commercial permit application for the property at 6609 Evans Road was submitted by Bobak Mostaghasi.

There isn’t much Turkey wouldn’t do to go after Fethullah Gulen, the controversial cleric Turkish leader Recep Tayyip Erdogan blames for a failed coup in 2016.
Last fall, former National Security Adviser Michael Flynn and Turkish officials reportedly considered going beyond trying to convince the U.S. to extradite Gulen, who lives in exile in Pennsylvania: They discussed “a covert step in the dead of night to whisk this guy away,” James Woolsey, a Flynn Intel Group board member and former CIA director, told the Wall Street Journal.
But the plot gets as granular as agents lobbying Texas legislators to pass bills forcing charter schools in the state to be more transparent, according to a Justice Department filing from the end of May.
Why Texas? That’s where Harmony Public Schools is headquartered, a charter school system that Turkey alleges is a cog in a vast network tied to the controversial cleric Fethullah Gulen.
Harmony has denied the claim, but a number of individuals associated with the schools are followers of Gulen. And they’re quite active in politics: A CRP analysis found that 20 Harmony employees or vendors donated more than $350,000 at the federal level in the last three elections, $255,000 of which went to liberals. This group gave more than $110,000 to the Democratic Congressional Campaign Committee, $50,000 to former President Obama’s joint fundraising committeeand $42,000 to Rep. Sheila Jackson Lee (D-Texas). They also contributed to state politicians.
Last July, the Turkish government filed a complaint with the Texas Education Agency, alleging Harmony abused public money, used discriminatory hiring practices and favored certain vendors in violation of competitive bidding rules. The agency dismissed the complaint in October, saying it didn’t warrant an investigation.
Reports indicate that some Gulen-connected schools, including some in Ohio, are under FBI investigation, though the scope of the investigation is unclear.
Amsterdam & Partners, which was hired to file the complaint, subcontracted the legislative angle to Arnold Public Affairs, the firm listed on the Justice Department’s Foreign Agents Registration Act filing. Arnold Public Affairs was hired last April on a $20,000 monthly contract, which dropped to $15,000 in January.
According to principal Jim Arnold, his firm is promoting legislation that would require charter school meetings to be streamed and posted online, as well as to disclose additional information about their business transactions in their annual financial reports. The firm met with lawmakers, widely circulated a derogatory media story to them and their staffs and filed cards of support, meaning they publicly endorsed the legislation.
“Transparency is good, whether for public schools and charter schools, and there isn’t much transparency in the business that Harmony conducts,” Arnold said. “That was the purpose of these bills. Anything we can do to shed some light on the interconnected network and transactions… Harmony is the largest charter school network in Texas and is connected to Gulen.”
Harmony Public Schools did not return multiple calls seeking comment.
Neither bill made it to Republican Gov. Greg Abbott’s desk. Texas’ legislative session is over, but the firm is working with legislators to try to tack some parts of the bills onto other measures as amendments before June 18, the deadline for the governor to sign or veto a bill.
But the association representing 90 percent of Texas charter schools, including Harmony, says reporting requirements are already stringent.
“We are subject to the same open meetings act and public information act requirements as public schools,” said Christine Isett, director of communications for the Texas Charter School Association. “All of our information is transparent.” Currently schools with more than 10,000 students are required to post videos of their meetings online seven days after the event takes place, but most schools are much smaller than that.
The Turkish government has mentioned Gulen in almost 20 FARA filings in the past two years, according to a CRP analysisAmsterdam & Partners contacted the press, state legislators and the Texas attorney general about Harmony and Gulen’s alleged role in the attempted coup.
Flynn’s firm, Flynn Intel Group, had been working on convincing the U.S. government to extradite Gulen. The firm closed last November. Flynn Intel Group also earned more than $500,000 to create an anti-Gulen documentary, according to The Wall Street Journal. A reporter working on the film said he was told to hide the Flynn firm’s involvement in the project.

A teacher at the School of Science and Technology has been placed on administrative leave after students reported he was watching pornography and touching himself in a classroom.

A teacher is under investigation after being accused of watching pornography on campus.
   
According to the school's spokesman Mustafa Tameez, several students said they saw a male teacher watching porn and touching himself in a classroom at the School of Science and Technology on Everhart Road and Saratoga Boulevard.
The incident happened late last week and was reported on Monday. The school says it is looking through the teacher's laptop and taking statements from students.
   
In the meantime, the teacher has been placed on paid administrative leave while the school continues its investigation.

Harmony Public Schools has broken ground on a new school at 3451 Dana Road
 to be called Harmony School of Innovation and serve sixth- through 12th-grade students.


Like all Harmony schools, the new campus will specialize in instruction in the STEM 
fields of science, technology, engineering and math.
Harmony officials said they had a waiting list of 800 students wanting to study at the
new school, which has a capacity of 600 students. The Harmony School of Innovation
  is scheduled to open for the 2017-2018 school year.
HarmonyScienceAcademy--Brownsville, 1124 Central Blvd., will continue to serve
 pre-kindergarten through eighth-grade students. After the new school opens,
Harmony will be able to expand programs for the younger students, school officials said.
“Families are eager to see their students succeed in lucrative careers and that starts
with an excellent education,” Harmony Principal Mustafa Altindag said.
“The opening of this campus is just another step in Harmony’s mission to
provide quality, STEM-centered education to Texas students.”
HarmonyScienceAcademy -- Brownsville has been in operation for nine years.
 It earned all seven state distinctions for academic performance in 2016.
The school’s first graduating class received diplomas in 2013.
